PUBLIC NOTICECity of Torrington )County of Goshen )State of Wyoming )The Torrington City Council met in regular session on Tuesday, August 1, 2023 in Jirdon Park at 2534 East F St. at 7:00 p.m. in conjunction with National Night Out. Present: Mayor Doby, Council Members Deahl, Kelly, Patterson and Viktorin. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works/City Engineer Harkins, Chief of Police Johnson, Buildings & Grounds Superintendent Estes and Deputy City Treasurer Nichols.Mayor Doby called the meeting to order.The Torrington Volunteer Fire Department Honor Guard presented the colors.Chief of Police Johnson led the Pledge of Allegiance.Mayor Doby led the session with informational announcements on the following items: 1. Announcement that the Torrington Little League 12U All-Stars and 10U All-Stars teams both won state championships. Mayor Doby stated that both teams will represent Wyoming in the 2023 LLB Mountain Region Tournament in San Bernardino, California to be held August 6-11, 2023. He congratulated both teams on their championship wins; 2. Mayor Doby thanked the Torrington Police Department and all other agencies involved for organizing and hosting National Night Out; 3. Mayor Doby stated that all City of Torrington offices will be closed on 08-03-23 for City employees to be able to attend the 2023 Goshen County Fair Day. He encouraged all citizens to attend and enjoy the parade and fair on the aforementioned date; 4. Mayor Doby invited the citizens of Torrington to continue to enjoy the parks, golf course and walking paths that the City offers; and 5. Reminder to the public to please continue to familiarize themselves with the 17 newly marked pedestrian crosswalks.Councilman Deahl moved and Councilman Patterson seconded to approve the consent agenda which includes the minutes from the 07-18-23 Council meeting as published and all actions therein be ratified. Motion carried unanimously.Councilman Patterson moved and Councilman Kelly seconded to approve the agenda as presented. Motion carried unanimously.Marie Flanagan with Torrington Cinemas requested approval of a special event permit for a Goshen County Kids Day to be held on 08-05-23 from 9:00 a.m. to 1:00 p.m. Mayor Doby indicated that the applicant is requesting approval to close the public parking lot adjacent to the theatre on the east side. Ms. Flanagan spoke in support of the permit. She requested that the special event permit fee be waived due to the fact that the event is a community event. Councilman Patterson moved and Councilman Deahl seconded to approve the special event permit and to waive the special event permit fee as presented. Motion carried unanimously.Michael Schuler with the Torrington Volunteer Fire Department requested approval of a special event permit for the 2023 Goshen County Fair Parade to be held on 08-03-23 from 8:00 a.m. to 12:00 p.m. on Main Street. Mayor Doby indicated that the applicant is requesting that the special event permit fee be waived due to the fact that the event is an annual community event. Councilman Viktorin moved and Councilman Kelly seconded to approve the special event permit and to waive the special event permit fee as presented. Motion carried unanimously. The bills from 07-19-23 to 08-01-23 were presented for payment. Councilman Kelly moved and Councilman Deahl seconded to approve the bills for payment as presented. Motion carried unanimously.Mayor Doby asked for public comments, questions or concerns.
